The reason why no one is reacting is because the image doesn't seem to load. Maybe if you would post a direct link to an HTML page in which you have put the picture, then it would work. I would like to see it, but this way it doesn't work. Also, try to make the image not too big. Make it a JPEG file for instance or a simple GIF. You can always put a download link on the HTML page to a better quality file.
i think it's hoster's access limitation. it's usual shit for many free hosting, much of them do that limitation for abroad's ip. just try other server.

umm... dunno, man, really... is there any other free hosting server in your country? i know some russsians, but i think it's not that you need :-/
